Spatial Planning

Spatial Development Framework (SDF)

The spatial development parameters of the KCBD are set out in the Spatial Development Framework (SDF). The SDF is a statutory document which, together with the City's Development Management Scheme and various other policies form part of the regulatory regime for future developments.

The SDF also maps out the implementation through detailed Precincts Plans which in term inform the individual Site Development Plans. In 2017, the Khayelitsha Community Trust (KCT)'s updated KBD Spatial Development Framework was approved by the City of Cape Town.

Flagship Capital Project

KCT Mall Upgrade & SANS 10400 Compliance

The primary capital investment within KCT's commercial portfolio. This project involves a comprehensive modernization and SANS 10400 compliance upgrade of KCT Mall, introducing new entrances, wind lobbies, expanded circulation nodes, co-working hubs, and integrated informal trader facilities.

Sustainability-Led Infrastructure

Solar PV Power & Grid Resilience

A major energy resilience initiative to reduce dependency on the Eskom grid, lower long-term operating costs, and ensure business continuity during load shedding. Includes a solar photovoltaic roof installation coupled with backup generator systems.

Precinct Healthcare - Land Portion C

Ikhaya Private Hospital Development

A critical social infrastructure project introducing private healthcare capacity into the Khayelitsha Business District. The proposed hospital features a full clinical spectrum including minor/major theatres, Adult ICU, adult high care, NICU, pediatric ICU, emergency department, dialysis unit, and consulting rooms.

Status: Council & Zoning Documentation 100% Approved (Ready for Procurement Stage)
Social housing
Affordable Residential - Land Portion D

Social Housing Precinct Development

Designed to provide affordable, energy-efficient, and accessible rental accommodation for low-to-middle income earners excluded from the formal housing market. Prioritizes community shared spaces, tight perimeter safety systems, and sustainable structural metrics.

Status: Concept and Viability 50% Complete (Inception stage 100%)

Precinct Intensification - Land Portion A

Mixed-Use Precinct SDF Pipeline

A long-term urban design planning framework for KBD node intensification. Prioritizes non-motorized transport (NMT) links, multi-storey density layering, public surveillance integration, and urban connectivity to create safe and inclusive pedestrian public realms.

Status: Inception stage 60% Complete (Statutory parameter alignment active)
Commercial Partnerships
Catalytic Commercial Partners - Land Portion B

Strategic Retail & Commercial Leasing JVs

Leverages Land Availability Agreements to establish high-impact private partnerships. Current active pipeline includes advanced site inspections and national feasibility evaluations for a proposed new Fitment Centre (Codet Association engagement) and a McDonald's Drive-Thru facility.
